About Policy Solutions

Reinvestment Fund’s Policy Solutions group conducts rigorous data analyses that guide our clients’ policy, programming, and investment decisions, as well as Reinvestment Fund’s own strategies and investments. We work with the public, private, and philanthropic sectors to design and measure the impact of efforts to preserve and rebuild equitable communities in cities around the country. We are recognized nationally for producing objective research on residential and commercial market conditions, equitable development, fair housing, mortgage foreclosures and evictions, food access, arts and culture, and the impact of various housing and community development programs.

Work Location

Reinvestment Fund is maintaining a 100% remote work environment through early 2022 due to COVID. The Senior Policy Analyst – Southeast will be based at Reinvestment Fund’s Atlanta office and must be located in or willing to relocate to the Atlanta region. The position requires travel to project locations throughout the Southeast on a regular basis (average 5 days a month) and occasional visits to other project locations around the country and to the Philadelphia office.

Lead spatial, statistical, and qualitative data analyses and increase the presence and profile of the Policy Solutions team in the Southeast region (AL, AR, FL, GA, KY, LA, MS, NC, SC, TN). Support business development in the Southeast by writing project proposals, developing and maintaining relationships with current and prospective clients, coordinating with Southeast staff from other Reinvestment Fund departments, and sharing our work in public forums and publications. Conduct and present research using methodologies created uniquely by the Policy Solutions department. Specific topics of focus include but are not limited to residential markets, affordable housing policy, fair housing, equitable and inclusive community development, urban and rural food access, and access to high-quality early childhood education. Although the position does not have direct reports, the Senior Policy Analyst – Southeast will manage projects and oversee junior staff in the creation of analytic products that answer critical questions for our clients in the public and nonprofit sectors.

Essential Duties and Responsibilities

  • Statistically analyze quantitative, spatial, and qualitative data and review results for accuracy and
  • Develop internal research plans for project deliverables.
  • Synthesize findings from original research to identify insights that answer critical questions for our clients.
  • Communicate research findings to clients, public audiences, and to media via presentations and written reports.
  • Develop research methodologies and technical reference documentation for project work.
  • Work with clients to understand their needs and scope project deliverables.
  • Support business development.
  • Manage and delegate work to junior staff and interns.

Education and Experience

To perform this job successfully, an individual must possess the knowledge, skills, and abilities listed below.

5+ years relevant professional experience and a Master’s degree or other advanced degree strongly preferred (in social sciences, city planning, or related field) but combination of Bachelor’s degree and 8+ years relevant experience may be considered.

Skills and Qualifications

  • Subject matter knowledge in one or more of the following policy areas: housing, city planning, public health, early childhood education, food access, community development, related social science disciplines.
  • Statistical and spatial analysis experience.
  • Strong analytical thinking skills are essential.
  • Software skills in Excel, ArcGIS, SQL and/or R (or similar applications).
  • Qualitative research experience (surveys, interviews, focus groups, literature scans).
  • Project management experience.
  • Business development skills.
  • Ability to work independently and as part of a team.
