Hector Carmelo

Credit Officer

Hector Carmelo has joined Reinvestment Fund as Credit Officer. In this role, Hector leads the Credit function at Reinvestment Fund, supporting Credit Policy, Credit Administration and Portfolio Management oversight. Hector is a credit risk management executive with over 25 years of experience in commercial banking, credit risk management, credit policy governance, and mission-driven lending. His approach is grounded in disciplined credit risk management paired with partnership and flexibility—so impactful projects can scale responsibly, remain resilient through economic cycles, and deliver lasting value to the communities they serve.

Prior to joining Reinvestment Fund, Hector served as SVP and Director of Loan Review at Primis Bank, where he managed credit risk governance for the Bank’s $3 billion loan portfolio. Previously, he was a Senior Credit Officer at LOCUS Bank, a CDFI, with credit risk governance and portfolio management performance responsibilities for the Bank’s $300 million impact-focused portfolio spanning affordable housing, LIHTC, clean energy, and community development lending. Hector started his career as a commercial banker at Bank of Boston and held lending and credit roles at Citizens Bank and Bank of America.

Hector holds an MBA in Financial Accounting from the University of New Haven, a Bachelor of Science in Economics from Universidad Garcilazo de la Vega (Lima, Peru), and a Credit Risk Certification through the Risk Management Association.
