Devin Welsh

Policy Analyst

Devin Welsh is a Policy Analyst on the Policy Solutions team at the Reinvestment Fund. In this role, Mr. Welsh conducts spatial, quantitative, and qualitative research on policy topics including affordable housing, early childhood education, and equitable community development.

Before joining the Policy Solutions team, Mr. Welsh served as a Qualitative Research Assistant with the Center for Guaranteed Income Research at the University of Pennsylvania, where he conducted and analyzed interviews with guaranteed income pilot participants in cities and towns across the country. His research spans housing, climate justice, and economic mobility, with a focus on how policy shapes economic opportunity for communities that have historically been underserved. Mr. Welsh holds a bachelor’s degree in English from Drexel University and a master’s in Social Policy and Data Analytics from the School of Social Policy and Practice at the University of Pennsylvania.
