The Philadelphia Emergency Fund for Stabilization of Early Education (PEFSEE) aims to ensure that Philadelphia’s early learning sector can weather the COVID-19 crisis. PEFSEE provides grant funds to minimize the loss of capacity and expertise in the sector so that children and families continue to have access to high quality early learning opportunities once this crisis has passed.

PEFSEE is funded through grants from the William Penn Foundation and Vanguard’s Strong Start for Kids Program and is administered by Reinvestment Fund.

Awardees


To date, Reinvestment Fund awarded a total of $6.7 million in grant awards to 416 childcare providers, early intervention and home visiting services.

  • 600 total applications received from launch on April 6 to May 12, 2020.
  • $6.7 million in grant awards to 416 childcare providers, early intervention and home visiting
    services.
  • 45% of awardees are single-site centers; 24% are multi-site providers; 18% are home-based
    providers; and 11% are group providers.
  • High-quality (STARS 3 and 4) providers and STARS 2 (majority of which participate in move-up or
    quality improvement activities) make up 61% of awardees; and 39% were STARS 1.
  • Of the total awardees, 87% are women-owned organizations and 74% are people of color.
  • The awards are expected to preserve 3,851 jobs in the sector at the same level of
    employment prior to the crisis with another 1,221 jobs at a portion of pay/benefits.
  • Funds will maintain 31,187 of Philadelphia’s licensed childcare seat capacity.
