Patricia Smith

Interim Chief Program Officer

Patricia L. Smith is the Interim Chief Program Officer, overseeing Reinvestment Fund’s Capacity‑Building and Capital Access Programs and helping guide the organization’s programmatic strategy.

Smith brings extensive experience in policy research, public administration, philanthropic partnership, and organizational leadership. As a founding board member of Reinvestment Fund, she helped define and advance the organization’s mission, core values, and long-term vision from its earliest days. Smith later returned to serve as Senior Policy Advisor, where her instrumental leadership supported the Healthy Food Financing Initiative (HFFI), a landmark effort that secured more than $500 million in federal funding to expand healthy food access nationwide. Smith has also held senior positions across the public and nonprofit sectors, including President and CEO of The Funders Network and Director of Neighborhood Transformation for the City of Philadelphia.

Smith holds a Bachelor of Arts degree from Mount Holyoke College and a Juris Doctorate degree from George Washington University Law School She received a Fannie Mae Fellowship to attend Harvard University’s Kennedy School Executive Leadership Program for state and local officials. She continues to support organizations and initiatives dedicated to equitable community development and expanding opportunity.
