Zoe Millstein

Jeremy Nowak Fellow

Zoe Millstein is the 2024-2026 Jeremy Nowak Fellow at Reinvestment Fund, where she works primarily with the Policy Solutions team on quantitative and qualitative research. Her projects cover areas such as affordable housing, real estate market analysis, and early childhood education. During her fellowship, Ms. Millstein will develop skills in Structured Query Language (SQL) and R, and will further refine her map-making skills in ArcGIS to support Policy Solutions’ analytical capabilities.

As a lifelong Philadelphian, Ms. Millstein is deeply committed to activism and urban equity. Before joining Reinvestment Fund, she graduated summa cum laude from the University of Pennsylvania with a bachelor’s degree and honors distinction in Urban Studies. Her academic excellence was recognized with the Eric C. Schneider Award, which is granted to a standout student in the program. Her dedication to social and urban equity continue to guide her professional work and research.
